No. There is a place in Pennsylvania where Pennsylvania Dutch people live and follow the culture. Pennsylvania Dutch and Dutch are not the same. The Pennsylvania Dutch are decended from 18th century immigrants from Germany. They described themselves at Deutsch, the German word for Dutch. The English messed up it as Dutch, and they became Pennsylvania Dutch. The regular Dutch are from the Netherlands.
There are two kinds of Pennsylvania: Plain Dutch and Fancy Dutch. The Plain Dutch are the Amish, Mennonite, and other Anabaptist religions. The Fancy Dutch are Lutheran, Reformed, and other mainstream protestant religions. The Plain Dutch still live and follow the old culture. They live in eastern Lancaster County, western Chester County, and southern Berks County, although there are small communities scattered in the southeastern quarter of the state.
